chore: 更新版本号并完善项目元数据配置 ... 3462e5340f

- 将版本从 1.1.0-SNAPSHOT 更新为 1.1.0-RC1
- 为 plusone-commons、plusone-dependencies 和父 pom 添加项目名称
- 配置项目 URL、许可证、开发者和 SCM 信息
- 在父 pom 中添加 release profile 支持 GPG 签名和中央仓库发布
